GVWS Licensing

Definitions
Entity: An organization such as Orange County, CA. Although Orange County has multiple Victim/Witness Assistance Centers, it is still considered a single entity.
OnSite Server License: GVWS is installed and operating at the entity's location on a single server. The entity is responsible for all system requirements.
OnSite Maintenance and Support: Provides updates to GVWS for bug fixes, enhancements or regulatory compliance purposes. Also provides technical support via phone, e-mail, and GovIS' support website.
OnSite Client License: Allows a specific user to login and use GVWS. This is not a concurrent license. The OnSite Client pricing is for the initial purchase only. OnSite Client Maintenance & Support should also be purchased with the initial purchase of each OnSite Client License and then each year thereafter.
OffSite Client License: In this licensing model, GVWS is installed and operating on a server at an off-site data center, where GovIS is the ASP (Application Service Provider). The license allows a specific user to login and use GVWS. This is not a concurrent license. Clients from different entities login to GVWS through a secure Internet connection. Data for each entity is completely segregated and secure in separate databases. In other words, only the GVWS application and the server are shared, not the data. The GVWS Server License and Server/Client Maintenance & Support are included.
Volume Purchase Agreement (VPA): Standard VPA is an agreement between GovIS and a single purchasing entity that represents multiple entities to purchase GVWS with a volume of 51 or more Clients at the 51+ Client price bracket within a one year period.


GVWS OnSite vs. GVWS OffSite (ASP)

GVWS OnSite is installed and operated at the entity's location (site).

Pros:

  • More control of system environment, security, and data
  • Slightly faster performance
  • No authentication certificates required, optionally works with internal LDAP server

Cons:

  • Additional upfront costs for server hardware, operating system software, and database. These costs can vary from approximately $5,000 - $30,000 per site depending on the number of servers and users. If the entity has other servers that can be shared, then these costs can be reduced somewhat
  • Additional costs for maintenance of server hardware, operating system software, database, and GVWS update installation (consult your local IT department/vendor for estimated costs)

GVWS OffSite (ASP) is installed and operated at an off-site data center, where GovIS is the ASP (Application Service Provider).

Pros:

  • Lower upfront costs - entities do not have to purchase their own server or database hardware/software
  • No annual maintenance and support costs

Cons:

  • Less control of system environment, though still very secure and flexible
  • Slightly slower performance due to encryption/decryption over secure Internet connection and certificate authentication
